Community & historical context (not an official statement)
Analytical/community: colourless free land destruction that any deck can play and recur (Draftsim). Wasteland (nonbasic-only) is legal and widely played. Historically restricted in Standard and banned in Type 1.5 in Oct 1996, on Extended's initial 1997 list, restricted in Vintage since Jan 1998, still banned in Legacy.[1, 2, 3, 4, 5, 6]
Strip Mine (Antiquities, 1994; in Fourth Edition) was restricted in Standard in October 1996, on Extended's first ban list, and has been restricted in Vintage since 1998. Premodern has banned it on every archived list while leaving Wasteland legal. No official reason was published; community writers cite how one cheap land can put any opponent behind on mana.
