Community & historical context (not an official statement)
Analytical/community: the storm spell that casts cards off the top of the library for free; storm's most broken cards in the pool are Desire and Tendrils, leaving Brain Freeze as the legal storm finisher (Draftsim). Restricted in Vintage / banned in Legacy in June 2003, weeks after Scourge; unbanned in Legacy August 2023, still restricted in Vintage.[1, 2, 3, 4, 5]
Mind's Desire (Scourge, May 2003) was restricted in Vintage and banned in Type 1.5 within weeks of release. Legacy freed it only in 2023, but Premodern, with LED, cost reducers and free spells in the pool, has kept it banned on every archived list. No official reason was published; community writers see it (with Tendrils) as storm's most broken pieces.
